Hallmark University Comments with Exhibits

Postsecondary transfer students have been identified as the most abused class of students in the U.S. because of institutional bias against credits earned at nationally-accredited institutions.  For two decades the U.S. Department of Justice and the U.S. Government Accounting Office have been calling foul on this practice to no avail.  The recent call for regulatory reform by the U.S. Department of Education provides a unique opportunity to institute credit transfer equity once and for all.
